Mayor Antonio R. Villaraigosa appointed Mr. Archie J. Quincey, to the Los Angeles Animal Services Commission in January 2007.  Mr. Quincey has over 28 years of animal care experience and retired in 1981 from the Los Angeles County Department of Animal Care and Control.

Prior to his retirement, Mr. Quincey was the Assistant Director for County Animal Care.  As such, he worked with the Board of Supervisors, Chief Administrative Officer and County Counsel on the design of new shelters and implementation of new programs dealing with the health and welfare of the animal community.  During his tenure with the County, Mr. Quincey was the Project Director for the Spay and Neuter Animal Hospitals operated throughout the County, in conjunction with the Veterinarian Department.  In addition, he implemented the Model Neighborhood Stray Animal Program.  This program was aimed at addressing the number of stray dogs in neighborhoods throughout the County.

Since retiring from the Los Angeles Department of Animal Control, Mr. Quincey has engaged in various consulting projects for municipal animal care and control agencies.
