QUALIFICATIONS FOR FREE DOG LICENSE

In order to qualify for a free dog license, the applicant must either be 62 years of age or older, or disabled, and meet low income requirements.

For either seniors or the disabled, the following must be submitted:

  • A spay or neuter certificate or evidence from a veterinarian that the dog is incapable of breeding, or a signed statement agreeing to have the dog spay or neuter within 90 days.
  • A current rabies vaccination certificate for the dog.
  • A signed statement certifying that the combined adjusted gross income of all members of the household in which teh disabled individual resided durign the prior calendar year were less than $38,500.00.

Disabled Individuals

A disabled individual may qualify for one free dog license, pursuant to Los Angeles Municipal Code Section 53.15 (f).  To qualify, the disabled individual must provide to the Department of Animal Services a signed statement from a licensed physician certifying that he/she is disabled. Per the Municipal Code:

“An individual shall be considered disabled if he or she is unable to engage in any substantial, gainful activity by reason of a medically determinable physical or mental impairment, which can be expected to result in death or to be of long, continued and indefinite duration.”

Free senior citizen animal companion spay/neuter

You may obtain a Free Spay/Neuter Certificate worth $60, which covers the entire cost of sterilization at a participating veterinary hospital if you are aged (62+) a resident of the City of Los Angeles, and meet low income requirements. Suplies may be limited and are available first-come, first served.

The Free Spay/Neuter Certificates are distributed through any one of the six Animal Care Centers. The Free Spay/Neuter Certificate will be issued to you, along with a list of veterinary hospitals that participate in the program. Select one of the veterinarians from the list and schedule an appointment for your animal companion’s sterilization. Be sure to mention that you wish to use your Free Spay/Neuter Certificate as payment for the surgery. At the time of the appointment, present the Free Spay/Neuter Certificate to the veterinary hospital.
